PINNED Filter UI enables having OR between filters (not just AND)

Governance: Default option to be 'None' for Governance under Customization used by Admin.

Currently, the governance feature is default launched for all workspaces within BWL. Instead default option should be none and have a selective selection of workspace for Governance launch by Admin on users with workspace edit rights.
