PINNED Filter UI enables having OR between filters (not just AND)

Allow asset sharing between BAW and BAA (Business Automation Application)

Customer (Hennepin County) developed BAA apps, including toolkits and templates. They would like to export the BAA artifacts and import them into BAW. Otherwise they will need to recode the same in both BAW and BAA.
