Add Support for TreeModel PMML Models created in SPSS Modeller into ADS

Currently ADS only supports the import of PMML Model ScoreCard and RuleSet definitions. SPSS Modeller in Cloud Pak for Data often creates TreeModel PMML definition files that contain decision table logic that could be mapped to an ADS decision table. If ADS would support the import of TreeModel PMMLs in the same way as for the other definitions, then this would be a really valuable enhancement to strenghten the value proposition in ADS and the integration with other products in the IBM portfolio.

    ODM rule designer had a now deprecated plugin for SPSS TreeModel PMML files in the past that would create decision tables. Maybe this could be an option to take a look at it.
