Content Assistant Client Managed should describe approach to determine and limit Authorized Users

As of Dec 2025, Content Assistant Client Managed Software is entitled through Authorized Users, which leads to the question how access to the feature and the related license cost can be controlled and limited. 

Using Content Navigator, the ICN desktop as level of setting access is too broad - large Business Units share common desktops, however this would grant all users access to Content Navigator at once and quickly becomes too expensive. Maintaining a redundant / second desktop only for this purpose adds redundancy and risk (and might not even be possible due to current limitations, from what we heard)

We’ll prefer an approach to pilot content assistant for certain teams or groups within that BU, based on the expected value and the availability of time for evaluating the value and/or grow using phased approaches. This will also enable the client to perform cost allocations to using business units / groups. 

With that as context, the ask is

- to describe a way to block everything that would require a user to be counted as AUVU ‘by default'

- and define an approach to administratively add access; this would allow adding LDAP groups or individuals 

- This might happen on ICN, similar to how other roles are defined in Administration Console (like Role Based Redaction)

- Ideally this is grounded on privileges in FileNet Content Manager, as this could cover both use cases - ICN and API-based integrations - at the same time.
