FileNet Content Platform Engine Object Store Key Rotation Enhancement to Improve Content Key Protection and Reduce Need to Reprocess / Move Content for New Key

FileNet Content Platform Engine Object Store Key Rotation Enhancement to Improve Content Key Protection and Reduce Need to Reprocess / Move Content for New Key.  What we understand is:

There appears to be actually three levels of keys in a FileNet CPE Domain.  1) Master Key Domain Level, protects credentials like LDAP user / pwd, service account / bootstrap user / pwd, 2) Master Key Object Store, protects content crypto keys with in the same object store.  3) Content Key Storage Areas, protects content encrypted within a storage area.  All of these keys are also stored in 4) Database where Data At Rest Encryption (DARE) is protected by Oracle encryption previously implemented.  Knowing these elements, there is a requirement by DARE team to roll the protection key (like #2) on a 3-5 year basis (issue newer protection key to protect the content keys).  We are not sure if #4 (db at rest keys) which also have a similar rotation model effectively protects the keys or if #2 should be enhanced to rotate periodically.

Seems that today to ensure a new crypto key is used for existing content, is to create a new storage area with encryption and sweep content from older area (also encrypted) to new area.  This decrypts and re-encrypts the content, however this is a very heavy process for billions of documents, PBs of data.

Instead, as an enhancement, if the Master Key Object Store level could be rotated to protect content keys, this would achieve the same result/benefit.  So in this case, per object store, the Master Key Obj Store level wraps the content keys.  Could this Master Key be updated in a process which unwraps prior content keys and re-wraps those keys with newer key.  Number of updates this way could be dozens or hundreds vs moving content is millions/billions.
