ODM native support for password vault integration (ex. CyberArk)

Currently, ODM requires passwords to either be hardcoded or injected on deployment. This has resulted in some custom code on our side because we aren't able to have ODM make a call to CyberArk using an Alias to retrieve the service account/password for connecting to the database for example. Additionally, it requires custom code to trigger redeploys when the active service account is rotated (we use pairs of service accounts under an alias to avoid downtime during maintenance) or password rotations (which we are required to perform yearly).

The request is to support configuring the call to CyberArk whenever ODM requires a service account/password on startup and if it loses access due to a rotation
