Enable fetching of oidc access_token from zen/foundational services to use for authenticating downstream services.

It is useful because it would enable us to authentienticate downstream services (BAW external services) with access_token generated from OIDC flow (and ideally compatible with this: Invoking CP4BA APIs using custom authentication tokens). From BAW we call many in-house external services - to do this we currently have to generate a new token using a service account. With the feature we request now, we can simply fetch the access_token for current user, and send this access_token to the external service. 
This would be a big step towards enabling company-wide "standard" authentication tokens (fetched/validated from the same OIDC OP). 

When running BAW on TWAS, this can be achieved already.
