Add vector indexing/deindexing as an event action

Vector indexing/deindexing is crucial for developers to maintain a minimally sized vector index. As of right now the only way to deindex a document is with a custom sweep job. That's fine for manually cleaning up a repository every once in a while but it would be better if we could configure an update event to trigger a vector deindex depending on what properties got updated (using the SQL event filtering). That would allow the repository to maintain itself without the need for developers to come behind and manually clean things up. The only way for a document to be indexed is on check-in. This is incredibly limiting. The same SQL filtering can be used so that property updates could also cause vector indexing to kicked off only when a developer wants it to.
