Provide a java class/method that can create a teamspace based on a template, usable from an event handler or navigator service

It appears most/all of the code to create teamspaces is embedded in Content Navigator. That requires someone to navigate a UI to create a teamspace. This idea is to provide a simple Java entry point that takes a teamspace template and allows you to create it either externally or internally. The teamspace template management can stay where it is. I'd like to be able to programmatically create a teamspace, either from the content engine or from a navigator plugin.

By providing it as a jar, it could then be triggered by other code to further automate the process of creating a teamspace. For example, a new document could trigger the creation of a new specific teamspace to deal with the document. The existing Navigator code could be changed to use the same codebase rather than embedding it in icncore. The existing state property is mostly undocumented but it would also be helpful if that could be extended to provide state of whether the initialisation of the teamspace is complete, which could then be used in an event handler to add further to the teamspace that has been created.
