Avoid accidental disabling of Process Engine Workflow System

At a customer environment, an administrator had accidentally disabled the Process Engine Workflow system in ACCE. Enabling / Disabling Workflow System, and Enabling / Disabling Workflow System Traces are on the same dialog, at the same location, just on different tabs.

There seem to be the possibility to accidentally disable the Workflow System, when you want to disable the Workflow System traces. Upon disabling the Process Engine Workflow system, not even a warning dialog is shown. The customer noticed it half a day later, when the workflows were not running anymore on their production environment.
