Annotations don’t work in an iOS web view when sticky annotation mode is enabled

IBM Expert Labs, in collaboration with the IBM Content Navigator team, are working on an enhancement to the IBM Navigator Mobile iOS app. The ICN Daeja ViewONE Virtual viewer is being loaded on the iOS app using an iOS WKWebView component, which uses an embedded Safari browser to display the viewer. 

The issue they are having is that the annotation tools don't work if the sticky annotation mode is enabled. Annotation tools work as expected if this mode isn't enabled. However, this project requires sticky annotation mode because users must be able to continuously write using the pen tool without having to reselect the pen tool after every stroke. This feature is critical to the success of the project. 

This was tested using IBM Navigator Mobile iOS 4.0.1 and ICN 3.1.0 on an iPad emulator with iOS 17 and 18. Sticky annotation mode works properly on the Safari browser on iOS, but not when embedded in an iOS app web view. Note that this feature is not yet available in IBM Navigator Mobile.
