Control over process map linkage - limit linkable map locations as an admin function

Challenge: all maps in the Blueworks estate appear on the 'list' of maps to link to. This includes content that may be stored in sandpits, training spaces etc.

Requirement: Provide an admin function to allow the admins to restrict the content which is shown in the “Link to” list on a permitted or excluded basis

e.g.

Type (radio button):

- Permit linkage to models  (True)

- Prevent linkage to models (False)          ¡
