Provide a DATE Property type that 'ignores' Time Zone information so that it is consistently the SAME value in ALL TimeZones

In the filing of document in the FileNet Platform, the business community greatly needs a Date property that does not change according to the Time Zone one is in. An example is Tax Filing Date for USA: 4/15/2022. This Date is so well known, that it is very confusing for it to change as one's computer is in a different Time Zone. It is desired that this Date should be STATIC and searching using Search Templates should honor this STATIC configuration of this property. Today, if a user edits the Tax Filing Date property and saves the properties, this property is realigned to THEIR time zone, which may cause it to now be a DIFFERENT value for those in Time Zones to their West. Most confusing when a document suddenly disappears from one's search results! In the past, IBM has offered that customers should just use a Text field, or multiple Number Fields for this - but that is unacceptable, as DATE fields have Calendar controls and validation to be sure that what is entered is a valid date. Also, SORTING of Date fields is reliable, whereas sorting of Text or multi-Number fields is not consistent or reliable. A DATE field is also easier to enter, due to the availability of the Calendar controls.
