Automated certificate rotation

Add a feature to ODM to allow automated certificate rotation tools to automatically feed the new certificate to ODM and have ODM switch to the new certificate.

Certificate lifetimes is shrinking. Continuing to manage certificates manually is not reasonable. The time required to support legacy, manual processes and the employee cycles consumed are significant. Also, people make mistakes, forget to renew, waste time renewing incorrectly, or tend to wait until the "last minute". Once the certificate lifetime shrinks to unmanageable timeframes, employees will simply no longer be capable of managing the change without unreasonable amounts of time and risk.

Migrating the burden of certificate automation to Automated Certificate Management and Enrollment improves accuracy, leverages automation to free up employee cycles, and allows management at scale within much shorter rotation cycles.
