Add Decision Center REST API to Generate Release Reports

We would like to request that a new Decision Center REST API be added to the platform that will generate a Rule Report PDF file similar to what occurs when running a query report within Decision Center.

Initial version does not need to allow for query filters, but generates the full report on all rules within the given release. (Future versions may allow query filters to be applied.)

Example would be similar to the decisioncenter-api/v1/decisionservices/{decisionServiceID}/export command, where the report is created on the decisionServiceID and BaselineID of a given release.

This functionality will be helpful to ensure regulatory auditing requirements are met for reporting who changed what and when for each release branch of a decision service. The REST API will allow for automation of the report generation process and reduce manual efforts in reporting. This is specifically important when Decision Center contains many release branch versions for a given decision service.
