Patch ruleapp deployment for rule releases

Instead of generating a full ruleapp jar all the time, if a patch file is created to deploy only the new changes (for both rule execution server and embedded execution, also for both file-based and DB-based deployment), it may help to optimize the end-to-end rule release time.

    Hello, implementing a patch system for deployed rulesets would be complex and costly. I'd rather concentrate with the ODM team on studying if there could be some improvements to incremental builds, when there is only a limited change to an already built ruleset.
