Preserve scroll position in the rules list when returning from a rule in Decision Center

In the Decision Center Business Console, a project's rules list can contain enough rules to need scrolling. If a user scrolls down, opens a rule, and then navigates back to the list, the list reloads at the top. The user loses their place and has to scroll again to find the rule they were just working on.

Who is affected and why it matters

Rule authors, analysts, and administrators who maintain projects with many rules. Their usual workflow is to open a rule, review or edit it, return to the list, and open the next rule. Without a saved scroll position, every return trip adds repeated scrolling and re-searching. This slows work on large projects and makes it easy to lose track of which rules have been reviewed.

Steps to reproduce

Open a project's rules list that has enough rules to scroll.

Scroll down the list.

Open a rule from further down the list.

Navigate back to the rules list.

Current behavior

The list reloads and shows the top. The scroll position is lost.

Requested behavior

When the user returns to the rules list from an opened rule, the list should:

Restore the previous scroll position.
