Not able to merge changes specific to deployment query and operations from Decision Center Change activity into release.

Not able to deploy the changes specific to deployment query and operations from an ODM service Release in Decision Center into PROD RES because we are not able to merge the changes from Change Activity to Release. 
We upgraded to 8.11 version and this issue is not fixed with this release as well.

Please find below link where it is mentioned that the changes can't be merged.

The following changes cannot be merged:

BOM: The BOM path order is not versioned and cannot be detected by a branch merge. Synchronize with Rule Designer to update the BOM path order.

Decision services: Changes to decision service properties, categories, queries referenced in decision operations, dynamic XOM (schemas), configuration file for the classic rule engine, and the engine mode. You must change them manually in the release branch.
