Enhance Project Security Administration: Audit Timeline/Stream Entries and Add Immutable Closed Date Field for Change Activities

Business Justification / Use Case: Our organization relies on automated CI/CD pipelines, governance metrics, and integration scripts that sync with IBM ODM via REST APIs and java libraries. These automations rely heavily on timestamps (such as last modified dates) to detect state changes and process activity records.

Currently, administrative actions—such as adding or removing user groups under Project Security—unintentionally trigger an update to the Last Modified Date (lastChangedOn) across all associated Change Activities, including those already in a Closed state. Because these administrative updates do not generate entries in the Activity Timeline or Stream, automated workflows misinterpret these old, closed activities as newly updated work items without any traceable context.

Current Behavior:

Performing Project Security administration (e.g., modifying group access/permissions on a release) automatically updates the Last Modified Date of all related Change Activities.

The timestamp change affects Closed activities in addition to active ones.

No corresponding entry or audit note is recorded in the Activity Timeline or Stream to explain why the timestamp changed.

Requested Enhancement:

Audit Traceability in Timeline/Stream: Generate explicit system log entries in the Activity Timeline and Stream whenever administrative actions (such as group addition/removal) alter a Change Activity's metadata or timestamp.

Dedicated Immutable Closed Date Field: Introduce a distinct, dedicated metadata attribute (e.g., closedDate or dateClosed) for Change Activities that captures the exact timestamp when an activity transitions to the Closed state. Once set, this field should remain immutable and untouched by subsequent administrative actions or metadata refreshes.

Expected Business Value:

Automation Reliability: Prevents external integration tools and automated deployment pipelines from treating closed administrative changes as active delta updates.

Audit & Compliance: Restores historical accuracy and provides clear auditability in Decision Center by documenting administrative impacts in the activity timeline.
