Add en_GB to the default list of locales in the Business Console

Currently en_GB is supported in Rule Designer:
https://www.ibm.com/docs/en/odm/9.5.0?topic=designer-opening-rule-in-specific-locale

However, this is not a language that is available by default in the pre-set languages of BC:

https://www.ibm.com/docs/en/odm/9.5.0?topic=configuring-list-supported-languages

Because of this limitation, even when we set the Persistence Local of the DC Database to en_GB the format for date related field are shown in en_US Format (So Month -> Day -> Year)

To be able to deploy a Decision Service to Decision Center Business Console, you need to have the same Persistence Locale so if you use en_GB in RD, you will have persistence locale en_GB in DC, but even if the Browser Language is also set to display en_GB and DC is set to display "URL or Browser Language" you end up with en_US format.

Workaround:

We can add the en_GB to the list of locales for the Business Console by going to the

Administration Pane > Setting -> Custom Settings

and adding en_GB to the list of locales to be displayed.

For intance:

decisioncenter.web.core.AvailableLocales=en, en_GB, fr, de, es, it, ja, ko, nl, pt_BR

Since the brl_en_GB.properties file already exist, and since it sets the different date format to dd/MM/yy, this setting works.
However, it would be best to have "en_GB" (English - Great Britain) be part of the DEFAULT locales in the BC (to be consistent with the supported locales in RD)
