New API for Overriding Deployment Queries

This is a request to provide a new API for generating and deploying a decision service that provides the ability to pass the text of the query to use in the validator.

Add a parameter String query that would override the query that is defined in the operation in both these methods.

The reason for this is that the client is using one project to generate different rulesets filtering the rules based on the intended customer.

With this feature the customer would not have to manage hundreds of deployment configurations which would be difficult to navigate and manage. 

By providing the ability to customize the query we provide a way to customize the deployment without modifying it.
