Decision Center admin section should have placeholder to view all rules locked by different or specific users to unlock

This is helpful when business users are accidentally locking the rules in case session expires and forgot to unlock them. In this case no one else will be able to work on the specific rule unless its lock is released by admin. Admin has difficulty identify all rules locked by the user to release lock.

    Description from a duplicate Idea:

    Admins need a better way to find and unlock rules left locked by departing or vacationing employees. The current Query capability is close, but having the ability to actually filter by the locked status of a rule artifact would reduce the effort and risk of missing locks
