sorry for the late reply, but I really think your request is more related to design and best practices for decision services than a specific feature missing in ODM.
In ODM, you have many options when it comes to work on some decision content, without deploying & activating it.
You can use branches in Decision Center.
Within a branch, you can also select which content to put in a given ruleset.
And you could even have some runtime context to select a particular ruleflow branch to use, if the ruleset contains all the features.
I strongly recommend that you engage with your IBM contact for ODM to see if some assistance would be available.

Lets take a example:
If we have monthly release and we are implementing different features in each release its not just limited to Decision tables/ action rules lot more than this.
Our ask is, is there anyway if a feature is implemented which may have 10 rules and 5 Decision tables and second feature which has 5 rule changes(which may have 2 in common or not from above 10) . Can we just enable one feature in production and other feature as dormant code using a single toggle?
If we enable that toggle both the features if we disable toggle only one feature code works in production.
