If the flag "Show work item counts for all In-baskets" is enabled , with the new changes, all the other in-basket tabs along with the initial loaded tab will show up the total available work item count on the tab

To summarize the ask, the solution has multiple in-baskets for a given user.
When the user logs in to the desktop, each in-basket tab shows the total count for all work items in each in-basket.
Each in-basket has a dynamic filter. The first in-basket automatically applies the dynamic filter which adjusts to total count in the tab to the "filtered" count. The remaining in-basket tabs show the total number of work items. When the user clicks on the tab to load in-basket #2, the dynamic filter gets applied, and the work item count in tab for in-basket #2 gets updated to reflect the filtered count. This occurs for each in-basket as the user clicks in to each in-basket.
The desired behavior is the work item counts for each in-basket tab are updated using the dynamic filter when the page loads, so the user does not have to click on each tab to see how many work items they have to complete.
As an example, in-basket #1 has 1200 work items in it and in-basket #2 has 3000 work items in it. When the user logs in, they see in-basket #1 tab shows 10 work items (down from 1200 based on the dynamic filter). In-basket #2 tab show 3000, as that is the total number of work items. When the user clicks on in-basket #2 tab, the dynamic filter gets applied, and the count in the tab goes from 3000 to 15, which is the number of work items after applying the dynamic filter.
The desired behavior is, when the user logs in, in-basket #1 shows 10 work items (which is working as expected), and in-basket #2 should show 15 instead of 3000.
This request stems from the in-basket view in BPF. In BPF, the user had all their in-baskets on the left hand pane, and each in-basket showed the "filtered" counts for that user (ie: 10 and 15 using the above example).
In BAW, the in-baskets are shown as tabs, and each tab contains the total number of work items, not the filtered number of work items. Support did offer an option to completely disable the counts, but that only hides the issue, it does not address the issue.
