twperfsvr.war (and product in general) should not use external internet DTD references

The Support Node (Performance Server) would not start for us on BPM 8.0 and BPM 8.5 due to a combination of product references to external internet DTD URLS and some oddities in our own firewall implementation.

The BPM product should not refer to internet resources in order to run reliably. Many areas of the product have switched to localized DTD references to avoid this same issue. There is at least one area though that still needs to be fixed.

In the file IBM_BPM_PerformanceDW_BPM.Support.

There is the following external reference:
