Allow passing in null value for Integer and Decimal Input Variables in Client Side Human Services

Client-Side Human Services (CSHS) currently initialize integer and decimal variable types to 0 for Input and Private variables that are undefined or null. This is different behavior from Heritage Human Services (HHS) which does not do this. Also Service Flows do not do this.

The issue with setting these values to 0, especially for the CSHS Input, is that you cannot pass in a null or undefined value to the service. Null/undefined/0 all become equivalent.

This behavior is also inconsistent with how data is retrieved from the Service Call view or from calling a service on a diagram in a CSHS. If they return a null value they are NOT converted to 0.
