Support OpenAPI 3.1.x specification for External Service discovery and REST service invocation in IBM BAW

Summary
Add native support for OpenAPI Specification 3.1.x (OAS 3.1) in IBM Business Automation Workflow (BAW) for External Service discovery and import in Web Process Designer, as well as runtime REST service invocation.

Current Behavior & Problem
Currently, IBM BAW (including release 24.0.1 and subsequent maintenance levels) only supports OpenAPI 2.0 (Swagger) and OpenAPI 3.0.x specifications for REST service discovery.
Attempting to import or discover an OpenAPI 3.1.0 definition in Web Process Designer fails with error:
`CWXSD0001E: The version 3.1.0 of the OpenAPI specification is not supported.`

Modern enterprise backend services and API gateways are increasingly built and published using OpenAPI 3.1.x. Because BAW does not support OAS 3.1, clients are forced to manually maintain, rewrite, or downgrade API contracts to OpenAPI 3.0.x (or build custom integration wrappers). This introduces significant maintenance overhead, risks schema translation errors (e.g., handling JSON Schema 2020-12 constructs like type arrays `["string", "null"]`, `const`, `$id`, `if/then/else`), and hinders seamless integration between BAW and modern REST architectures.

Desired Functionality
1. **Discovery & Import in Web Process Designer:** Allow importing files or discovering URLs containing OpenAPI 3.1.x specifications without rejection by `CWXSD0001E`.
2. **Schema & Construct Support:** Properly parse and map OpenAPI 3.1 / JSON Schema 2020-12 constructs into BAW Business Objects and Service interfaces.
3. **Runtime Execution:** Ensure the BAW REST service invocation engine supports requests and responses defined under OpenAPI 3.1.x endpoints.
