Allow for a copy between branches to preserve object IDs in WebPD

If you are copying assets between branches/tracks when you use the default copy in WebPD it will automatically generate new PO IDs. This will cause dependencies to break if you are using a toolkit and for instance migration to encounter problems due to PO IDs changing. Only the "Revert to tip" functionality would preserve the IDs, but that is only capable of copying the asset to the tip of the current branch, not other branches in the same Project.

Currently the only method to copy assets between branches is to use the Process Center console's documentation functionality:

This is not a user intuitive method to copy assets as most developers perform these actions in WebPD. Especially concerning, this does not exist in either the newer Workflow Center console, nor in the CP4BA Business Automation Studio. Thus this limitation would effectively break the usage of Branches in CP4BA and thus preventing clients using Branching to migrate to to CP4BA.
