Snapshot deployment PALException should be more meaningful

Problem description:

Snapshot deployment / installation always throw generic PALException exceptions and not the actual cause of the issue. You need to dig through logs to find the actual cause of the problem

Improvement Proposal:

Instead of the generic PALException, throw a more meaningful exception that is closer to the real cause of the exception.

Recreate Steps:

Break your snapshot deployment or installation, for example, botching the SSL communication between the Workflow Center and Workflow Server (https://www.ibm.com/docs/en/baw/22.x?topic=workflow-configuring-ssl-communication) and trying to install the snapshot will throw

"JMXTransformException java.lang.ClassNotFoundException: com.ibm.bpm.pal.PALException at java.lang.Class.forNameImpl(Native Method) at java.lang.Class.forName(Class.java:339) at com.ibm.ws.util.WsObjectInputStream.loadClass(WsObjectInputStream.java:229)"

While the actual cause of the issue should have been

"com.ibm.ws.security.orbssl.WSSSLClientSocketFactoryImpl createSSLSocket SoapConnectorThreadPool : 0 JSSL0080E: javax.net.ssl.SSLHandshakeException - The client and server could not negotiate the desired level of security. Reason: Received fatal alert: bad_certificate javax.net.ssl.SSLHandshakeException: Received fatal alert: bad_certificate"
