Migrate to new hardware and upgrade as one step

I want to be able to migrate to new hardware and upgrade as an integrated step. This would allow me to install 22.0.2, copy over a 19.0.0.3 database, run DBUpgrade on it, and have Workflow run the needed profile upgrade, bootstrap, and update system app operations needed to update the database to a 22.0.2 database all as one step. This is helpful when doing a migration to a new version with a fresh environment, but it is also helpful when testing upgrade and needing to copy in a fresh copy of the repository. I had to several times downgrade and upgrade the binaries in order to get it to run the post upgrade steps mentioned on my database. It seems likely that there is a flag that is being set when upgrading that could just be re-set to allow the migrate and upgrade to all take place together here.
