Business Administrator - new administrative role

Business Administrator is a conceptual administrative role in IBM Process Mining, responsible for comprehensive management of the organizational structure and users within the environment, but without access to Tenant configuration and without the ability to assign global permissions.

The creation of a new role, Business Administrator, would streamline work in the environment. There would be no need to involve the highest-ranking environment administrator to create organizations and projects within the application. Shaping the work environment for analysts should be the responsibility of the Business Administrator as the first point of contact, modifying the work area to suit the team's goals.

The Business Admin CAN:
- view global users (Users → R),
- view global groups (Groups → R),
- create and modify organizations (Organizations → RW),
- add users to organizations,
- change project owners,
- create and delete Process Mining and Task Mining projects,
- view Job Log, Usage Details, and Recent Activities
- act as the leader of the analyst team

Business Admin CANNOT:
- manage system permissions (Authorizations → X),
- modify environment policies (Tenant Administration → X),
- affect global licenses, configuration, or tenants,
- edit Tenant Administrators groups (because this requires Authorizations → write)

To me, this looks like the existing administrator: https://www.ibm.com/docs/en/process-mining/2.1.0?topic=manual-managing-user-groups

Note that you can customize groups or create new ones, to better reflect the roles you have in mind.
