CP4BA Operator - Make it smarter and detect/resolve issues automatically

CP4BA operators ensure that pods are running, but they don't validate the health of the pods. We have recently gone live with some applications on CP4BA. On Oct. 14 we had a production outage after PVC zen-metastore-edb-1 was full. All users were getting "Error 504 - Gateway Timeout". See IBM Case TS020524990. We resolved the storage issue and got the primary zen-metastore-edb-1 up and running. However, working with IBM support we discovered that there were several other pods including the usermgmt and zen-core-api pods that were all full of errors and not functional because they were failing to connect to the zen-metastore-edb database. We simply restarted the pods to clear up the errors.

The operator needs to be smarter and check the status of all CP4BA components and resolve issues automatically instead of a human checking and restarting pods to fix issue.
