CP4BA BAW SameSite value of the affinity cookie from Strict to Lax persistent

In a case when starting a flow in BAW from external URL. This solution is working when users have only one instance of the BAW server. But when you scale up to more then 1 instances some of the requests are rejected because of invalid session.

an investigation and found out that if generation of the JSESSIONID is done by instance 1 and when JSESSIONID is sent to instance 2, instance 2 cannot validate the token.

We saw that we need to have sticky session. And the cookie to achieve sticky session is icp4adeploy-test-instance1-baw-server-affinity-cookie.

The BAW server's session handling fails under scaling due to the SameSite=Strict setting on the affinity cookie, and although manually changing it to SameSite=Lax resolves the issue, the ibm-workflow-operator keeps overwriting this change, preventing a persistent fix.
