CP4BA form factors should only install those operators required by selected capabilities

When installing any pattern of Cloud Pak, the deployment installs all operators, including those that explicitly cover functionalities not required by the selected capabilities. 

Similarly, when installing standalone versions of DBA products that rely on Cloud Pak platform (BAI Standalone, BAW Standalone, or attempting to install CP4BA Foundation for the purpose of running WfPS), many unused operators are installed.

While these will not be counted towards license cost, these some up in resource usage. We've identified scenarios in which 20% of the resource requirements is consumed by these operators. This sums up when operating multiple name spaces with the recommended dedicated operators. 

A documented and supported approach to eliminate the unnecessary workload is currently not available. 

IBM should identify an approach that only those operators required by the selected capabilities are installed (or document an approach to scale these to 0 when operating the solution).
