Provide default permission management functions for each started case instance

The permission logic used by case should come from acce. After authorizing the role permission in case, all users under the role can access each case instance by default, which will lead to data insecurity. In real work, the cases added by users do not want other users to see unless authorized by themselves. We suggest adding a case permission management function, that is, after the case is started, the owner of the case instance can view which users can access the case instance through "permission management", similar to the function of viewing folder and document permissions in acce. Case owners can add, delete and modify the permissions of visitors according to their own security needs (similar to access permission management).
