Configuration option for batch id reset on app base

Dear team,

currently the batch id gets reset every year as explained in the link below:

As this wasn't documented before, we used the batch_id to generate some kind of unique barcode and need that to be increased permanently and not being reste every year. Within our application that behavior led to some problems with the generated barcodes.

Therefore, we would like to have an option per app (e.g. in Application Manager) like already present for the batch naming template, where we can decide, if we want to reset the batch id every year. That would generate more flexibility for the batch naming.

Could you please check that?
