Include updated OIT version when they implement this Enhancement: "Enh 26048204 - Java API equivalent to SCCOPT_NUMBERFORMAT"

CURRENT FUNCTIONALITY:

In ICN, when you "Download as PDF" a excel file with German formatted date fields, in the generated pdf file the date format is in US format.

In other words DD/MM/YYYY becomes MM/DD/YYYY. 02/08/2024 (August 2nd) is converted to 08/02/2024.

This happens even though the end user's ICN Language and Locale Settings are German.

CAUSE:

Oracle OIT is the 3rd party SW that performs the conversion to PDF. 

OIT uses the system settings on the server-side for locale/region, not the client-side. Hence if the server's locale's date format is MM/DD/YYYY (en-US), the converted PDFs will have that date format.

REQUESTED FUNCTIONALITY:

IBM requested OIT for a proposed solution that will allow the customer to configure the export to run in a locale that is different from the system locale.

The Oracle support team has qualified this as an enhancement from their side as this support was not present before. So they have opened an enhancement request " Enh 26048204 - Java API equivalent to SCCOPT_NUMBERFORMAT" to track this.

They have committed this will be available in the future BP/release of OIT. So after we get this fix, we will need to integrate this with ICN.
