Change configuration table to use 32K page size

Please refer to RTC Collaboration 137316.

The customer is having issues with HADR failover and a limitation was found which could be a problem. The ATTRIBUTE column in ICNDB.CONFIGURATION has INLINE LENGTH 16K which means 16K is allowed and can be replicated. However, if the data is bigger the 16K then no replication will occur (this will include the pointer to the file on the filesystem).

The question is if ICN dev handles the limitation somehow in the UI, warning the admin the entered data will be not be replicated in case of HADR ROS?\

Or it can be changed to 32K, but the java code needs to be corrected/tested for that, which means code change/enhancement.

Update from the skills case with the DB2 team:
The restriction is not whether the LOB column is defined as inlined but whether the LOB column value is physically inlined. INLINE LENGTH is 16K. Any lob value that is greater than 16K will not be inlined and will be stored in the LOB object. An attempt to fetch LOB data from the LOB object will result in -1773 on a standby.
