Add new scope to /glossary-values/{value-id}/usage API

Currently the glossary values API only returns usage in Active models - it does not include historical usages (e.g. in snapshots). 

When we try to clean up un-used glossary items, the first step is to identify those which were created by glossary import, but never used. The usage API for many items returns usage-count: 0 and no consuming artefacts.

When we call the Delete API to delete those entries, many fail, These 'unused' glossary value it fails . The delete API returns "HTTP 409 Conflict, stating that the value is still in use.
The delete response identifies a historical usage in the active blueprint “XXXXX")” (ID xxxxxxxxxx)."

Please add an option to the where used GET API to allow it to return "ALL Usages" , of just the  "Inactive usages" or just "Active usages". We spend a lot of time and make many calls to the API trying to delete entries which then produce this error. It will also give us a list of items Inactive usage glossary items to review, and decide if we wish to use the /force option to force delete them

    Hi David, thank you for raising this idea. We understand the request and this is possible for us to do. It will require some engineering of the API and a review of performance however so isnt a ' light' item. We will look to develop this in the medium term roadmap.
