[SOE] Support AWS ECS Fargate

IBM BAMOE v9 currently supports license tracking through IBM License Service (ILS), which only runs on OpenShift or Kubernetes clusters.

However, BAMOE also runs successfully on AWS ECS Fargate (a serverless container platform widely adopted for its scalability and simplified infrastructure management.)

Unfortunately, there is currently no supported mechanism or documentation (e.g., via IBM License Usage Logger for Fargate or ILSR) to enable vCPU-based license usage tracking for BAMOE running in this environment.

We request:

Official BAMOE support and documentation for license usage tracking on AWS ECS Fargate, aligned with IBM’s existing License Usage Logger for Fargate model.

Guidance on how BAMOE can integrate with the Fargate logger and forward data to IBM License Service Reporter (ILSR) or an equivalent endpoint.
