ICN's two transaction approach does exactly the opposite of "maximize performance" and causing large file upload large files (3gb and up) to fail with access_denied errors

ICN does creation of a document with content as two separate transactions, one in which an empty document is created and a second updating the document to add content and check it in.

In that sequent the problem is that if the creator of the document is not given sufficient rights in the default instance permissions, although the empty document creation will succeed, the subsequent attempt to update it will fail in exactly the manner observed here.

So, you need to take this back to the ICN team, to see if this indeed occurring in that two-step creation approach and if so if there is a workaround for that. The CPE is behaving completely correctly.

This seems to be related to containers looking at the details of the collab. https://servrtc.canlab.ibm.com:10100/ccm/web/projects/ServDB#action=com.ibm.team.workitem.viewWorkItem&id=130107

Not celar why we have this restriction, but something we should track and try to resolve or make sure we have defects recorded with any dependent components.
