ODM 8.11: We need manual rule lock/unlock feature in BC

ODM 8.11 BC, doesn't have rule lock/unlock feature which is available in enterprise console. We need that future in BC too. This feature is useful for below scenarios,

  1. Rule writer's once rule change is completed, they lock the rule and request for rule review. By locking it, they ensure that only administrators may be able to change and other rule writers can't edit it. Then the rule review team (administrators), unlock the rule and set the rule status to active after reviewing it.

  2. Our DC administrators lock some critical rules to prevent from accidental changes. Rule writers request the admins for editing the rule. Then admins release the lock, rule writers edit it, then again admin lock the rule.
