Non-technical users have the ability to use the business console in Decision Center however, they are not able to export their project from development to integration unless they are given administrative privileges such as rtsConfigManager.
For example if you have two different installations of decision center one as a staging environment and one as your live environment users that have the rtsUser role are not given the option to export so they would need to download Eclipse install the ODM 8.10.x plugin, connect to a remote server and then publish their project to a new environment.
This feature should exist to allow non-technical users to use the business console for basic code deployment from the staging environment to the next environment in the chain without Eclipse or giving them access to the administrative panel in the Business Console.

Thank you for submitting this idea. After consulting with the ODM dev team, this is something we'll consider adding for the current ODM release base (8.11). It could come as a Decision Center property to activate the export feature for all users.
